Notification of Approval of the Alteration to the Sports Betting Rules-Effective ex November 2000

Pursuant to the Racing Act 1971, and its subsequent amendments on 15 December 1995, the New Zealand Racing Industry Board on 16 November 2000, resolved
to approve the alterations to the 'Conditions Applicable
to Fixed-Odds Sports Betting' namely, clauses 14.3 to
14.16 and the introduction of 'Sport Specific' rules 15.1 to 15.13 as set out below:
Changes to the CONDITIONS APPLICABLE TO
FIXED-ODDS SPORTS BETTING.
14.3 Setting the Odds
Call the first paragraph (a)
Add as a new paragraph the following:
(b) The term 'quote others' is used to advise customers that an odds quote can be obtained for any contestant not already listed as a contestant in a particular betting option.
14.6 Time of Placement of Fixed-Odds Bets
Call the first paragraph (a)
Add the following paragraphs:
(b) If, for any reason, a bet is inadvertently accepted by the Board and at the time the bet was placed, the race or event was resolved or at a stage where the client could have had an indication of the outcome, those bets will be declared void and refunded.
(c) Bets placed with the Board through the Internet will be generally accepted up until the official start time of an event.
The Board accepts no liability for any losses arising from its Internet site or its content, including any person's inability to access the site or any delays in transmission.
14.9 Provision of Details
Add the following paragraph:
(c) In general terms, the first listed team is the home team for an event on which fixed odds betting is operated on by the Board. In certain situations, such as Finals Series matches, only a limited number of venues are used and as a consequence the first listed team may not in fact be the home team.
If the home and away teams are incorrectly listed, any betting to that point will be declared void and bets refunded.
14.10 Postponement, Cancellation of Authorised Event
Call the first paragraph (a)
Add the following paragraph:
(b) In the event of one or more matches in a multiple bet option being abandoned, more than fifty percent of the matches involved in that multiple must be completed for bets to stand. Bets that have the remaining winning combinations of matches will be paid according to the Dead Heat Rule.
If more than fifty percent of matches are not completed, all bets are declared void and bets refunded.
14.11 'All In'
Replace the first paragraph with the following:
(a) 'All In' betting means that a refund is not given for any contestant who withdraws or is withdrawn from an event after betting on that event has commenced. Qualification events that are part of the prime event are included under the 'All In' rule. 'All In' generally applies to all long term/futures betting.
(b) A bet refund may be given if a contestant does not get a chance to win the event in which he/she is a listed contestant. Refer to SPORT SPECIFIC Rules 15.1 to 15.13.
14.14 Dead Heats
Replace paragraph (a) with the following:
(a) If odds for a dead heat, tie or draw are not offered by the Board for an event when a dead heat does occur, the amount to be paid to holders of winning tickets for contestants involved in a dead heat will be calculated by dividing the number of contestants involved in the dead heat into the Return for each winning ticket.
When the number of contestants involved in a dead heat outnumber the remaining places available for payout on the event, the amount to be paid to holders of winning tickets on those contestants is calculated as follows:
The number of dead heaters involved is divided by the number of placings available, with the resultant answer then divided into the Return on each winning ticket.
14.16 Payment of Returns
Add the following paragraphs:
(c) The 'Official Result' is a ruling made by the Official Controlling Body of a particular sport in respect of the result of an event conducted by that body.
(d) All betting is conducted according to world-wide standard practice of 'normal time', unless specifically stated. Refer SPORT SPECIFIC Rules for exceptions.
Normal time, which can also be variously indicated as '80 minutes' or '90 minutes', is the standard match time plus added (or referee's) time for stoppages and injury.
Normal time does not include any form of 'Extra Time'.
(e) The term 'Podium Placing' is used to indicate that betting on that event will be resulted according to the positions occupied on the podium at the completion of the event. Subsequent protests, appeals or disqualifications will not be recognised or considered for betting purposes.
Addition of SPORT SPECIFIC rules to the CONDITIONS APPLICABLE TO FIXED-ODDS SPORTS BETTING.
Add the following:
15.0 Sport Specific Rules
The 'Specific Rules by Sport' override relevant sections of the 'Rules for the Administration and Conduct of Race Betting and the Totalisator and the Operation of Sports Betting'.
15.1 American Football (NFL)
The final score will include overtime where applicable.
15.2 Athletics
Results will be determined by Podium Placing.
15.3 Baseball
Teams nominate their starting pitchers at least
12 hours prior to the game start time. That nominated starting pitcher must throw the first pitch of the game for match bets to stand. If either nominated starting pitcher did not throw the first pitch for their respective teams, match bets are declared void and refunded.
If a nominated pitcher for any team involved in a multiple betting option does not start the match, that option will be resulted according to the 'Effect of Abandoned Matches on Multiple Bets' Rule 14.10 (b).
15.4 Basketball
The final score will include overtime where applicable.
15.5 Cricket
(a) In all forms of cricket, where bets are placed on 'Highest Scoring Batsman' or 'Batswoman' or 'Leading Wicket Taker' in a single innings, provided the player is selected in the team's starting eleven, those bets will stand-whether he/she bats/bowls or not.
For batting or bowling 'Head to Head' betting, each batsman or batswoman must be at the wicket when at least one ball is bowled and both bowlers must bowl at least one ball for bets to stand.
If this does not occur, bets are refunded.
If a player is named in a squad of twelve or more, but not selected in the starting eleven, bets on that player for the match are refunded.
(b) In Test and other first class Cricket matches, at least one ball must be bowled for match bets to be live. If the match is abandoned, all bets are refunded.
In the advent of a Test Match Tie, bets on each team are paid at half the return of the ticket, i.e. Dead Heat Rules apply. Bets on the Draw are losers when a match is tied. (A Tie occurs if the team batting last is dismissed in its second innings, with each teams' total runs being equal).
(c) For the 'Runs Scored in the First Fifteen Overs' betting option, at least 15 overs must be bowled or the batting team dismissed in 15 overs or less for bets to stand.
For all other single innings bet types, bets will stand if a minimum of 25 overs have been bowled in the innings concerned.
If 25 overs are not completed, those single innings bets will be declared void and refunded, unless (a) one team has been all out in less
than 25 overs, (b) the team batting second scores enough runs to win the match in less than
25 overs.
If a match is commenced but subsequently postponed to be played on a designated reserve day, all undecided bets are declared void and refunded.
When a match is abandoned without a ball being bowled and is replayed on a designated reserve day, all bets to that point will stand and betting continued.
15.6 Cycling
Results will be determined by Podium Placing.
15.7 Golf
If a player does not tee off in the first round of a tournament, bets placed on that player are refunded.
Any player who withdraws or is disqualified after teeing off in the first round, shall be deemed to be a starter and consequently all bets placed on that player are losing bets.
If a golf tournament is abandoned or the balance of a tournament postponed by more than seven days, all undecided bets will be refunded.
Play-off results are used to determine the tournament winner.
For tournaments 'Top Three' and/or 'Top Four' betting, the Dead Heat Rule applies.
In the advent of a reduced tournament, all bets placed after the final completed round will be refunded.
For tournament 'Head to Head' and 'Group' betting, the following applies:
? If two or more players have the same score at the conclusion of the tournament, the Dead Heat Rule applies.
? If none of the players involved complete two rounds, all bets are refunded.
? Play-offs are not considered when determining the winner of 'Head to Head' and 'Group' betting options.
? If a player is disqualified or withdraws, only his/her completed rounds count.
? 'Group' betting in groups of three or four, if one or more players withdraw prior to teeing off for the first round, all betting on that 'Group' is declared void and refunded.
15.8 Horse/Greyhound Racing
If the venue is changed for a race on which fixed odds betting is operating, all bets placed up until the time of the change will be refunded and, if time permits, fresh betting opened.
When the distance for a race on which fixed odds betting is operating is changed, the following will apply:
? If the distance is altered by five percent or more of the originally scheduled distance of the race, all bets will be declared void and refunded.
? If the distance is altered by less than five percent of the originally scheduled race distance, all bets will stand and betting will continue.
15.9 Ice Hockey
The final score will include overtime where applicable.
15.10 Motor Sport
Results will be determined by Podium Placing.
15.11 Soccer
The confirmation of the result of the 'First Goalscorer' betting option will be obtained from the governing body.
'Own' Goals do not count in 'First Goalscorer' betting. If an 'Own' Goal is the only score of the match, the result of that 'First Goalscorer' betting option will be the 'No Goal' selection.
15.12 Tennis
For 'Match' betting, one ball must be served for bets to stand. If a player is disqualified or withdraws for any reason after one ball has been served in a match, the opponent is awarded the match and in the case of sets betting, awarded the balance of the match.
If a match is declared a walkover, all bets on that match are void and refunded.
15.13 Yachting
When in yacht match racing a race is postponed by more than 12 hours, for any reason, all betting is declared void and bets refunded.
