In exercise of its powers under sections 42 (1) (b), 42 (2) (d), 42 (3) and 48A of the Nurses Act 1977, the Nursing Council of New Zealand ("the council"), in a decision dated 23 April 1996, ordered that Katherine Evelyn Cooke, registered comprehensive nurse, found guilty of professional misconduct on the grounds that her conduct brought or was likely to bring discredit on the nursing profession, be censured.
The council also ordered that Katherine Evelyn Cooke pay $15,000 towards the costs and expenses of and incidental to the investigation by the Preliminary Proceedings Committee and inquiry by the council, and that a notice stating only the effect of these orders be published in both the New Zealand Gazette and Kai Tiaki: Nursing New Zealand.
