Training Incentive Allowance Programme Amendment

Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Steven Maharey, Minister of Social Services and Employment, establish and approve the following amendments to the Training Incentive Allowance welfare programme (as established and approved on 30 November 1998), which are to be read with and considered part of the programme with effect 1 January 2000.

A m e n d m e n t s
1. Allowances-
1.1 Clause 5.2.2 of the programme is amended:
(a) by omitting from paragraph (c) the words "Course; or", and substituting the word "Course."; and
(b) by omitting paragraph (d).
1.2 Clause 5.2 of the programme is amended by adding the following subclause:
"5.2.3. No Allowance may be granted to an Applicant who has completed a degree course at a Tertiary Institution within the period of 5 years preceding the date of application for the Allowance (whether or not the person has been awarded a degree) unless the duration of the Course is less than 12 weeks."
2. Rates-
The programme is amended by omitting clauses 6.1 to 6.3, and substituting the following clause:
"6.1 Weekly rate of Allowance
"6.1.1. The amount of an Allowance is the Applicant's Training Costs calculated on a weekly basis up to a maximum of $75 a week for each week of the Course, but no more than $3000 per year."

Explanatory Note
This note is not part of the amendments but is intended to explain their general effect.
These amendments, to the Training Incentive Allowance Programme under section 124 (1) (d) of the Social Security Act 1964, and which take effect on 1 January 2000:
(a) allow an allowance to be granted for short courses less than 12 weeks in duration to people who have completed a degree course within the preceding 5 years; and
(b) remove the requirement that where a student loan is available for a course, the applicant must contribute 40% of the costs of the course.
