Rules of Casino Table Games, Amendment No. 4

Rules of Casino Table Games, Amendment No.4 Pursuant to section 63 of the Casino Control Act 1990, the Casino Control Authority on 10 December 1999, resolved that with effect from 1 February 2000 the Rules of Casino Table Games approved to be conducted and played in the licensed casinos at: (a) 30-38 Victoria Street, Christchurch; (b) the property bounded by Hobson, Victoria, Federal and Wellesley Streets, Auckland; (c) Southern Cross Hotel, 118 High Street, Dunedin; and (d) the property situated at Beach Street and Lake Esplanade, known as the "Steamerwharf Village", Queenstown, as set out in the Supplements dated Wednesday 28 January 1998 and Thursday 29 January 1998 to the New Zealand Gazette of Thursday 22 January 1998 and Thursday 29 January 1998 respectively, as amended by Rules of Casino Table Games Amendment No. 1, and as set out in Divisions 7, 13 and 14, in the Supplement dated Friday 29 January 1999 to the New Zealand Gazette of Thursday 28 January 1999, and as subsequently amended by Rules of Casino Table Games Amendment No. 2 in the New Zealand Gazette of Thursday 9 September 1999, and as further amended by Rules of Casino Table Games Amendment No. 3 in the New Zealand Gazette of 13 January 2000, be subsequently amended as set out in the Schedule hereto. SCHEDULE 1.0 Commencement These amendments shall come into force on 1 February 2000. 2.0 Division 2 - Blackjack Interpretation 2.1 Rule 1.0 of this division is hereby amended by inserting after the definition of "Insurance Wager" the following: ""Jackpot Prize Button" means a device offered to a player which, when activated, randomly selects a bonus prize between $5.00 and $1,000.00 in respect of each dollar wagered, in accordance with the prize table set out under rule 15A.6, as amended from time to time; "Madness 21 Wager" means an optional, additional wager which may be made by a player in accordance with section 15A;". Table Layout and Equipment 2.2 Rule 3.2 of this division is hereby amended by inserting after the words "appendix 2", the words "or appendix 3". 2.3 Section 3 is hereby amended by inserting after rule 3.4 the following: "3.5 Where the Madness 21 wager option is played, the following additional equipment is required: (a) a table controller (one of which can be used to control up to four blackjack tables), located in the area of the table or pit, which contains a random number generator, the use of which shall result in a prize selection which is: (i) statistically independent, (ii) uniformly distributed over its range, and (iii) unpredictable; (b) a jackpot prize button and jackpot prize button holder; (c) a power supply box attached beneath the table; and (d) an electronic jackpot prize display. The electronic equipment shall be of a type approved by the Authority, contain components necessary for the performance of their respective functions, and comply with the applicable provisions of Division IV of the Rules of Casino Keno and Gaming Machines, as amended from time to time, approved for use in the casino and set out in the Supplement dated Tuesday, 1 November 1994 to the New Zealand Gazette of Thursday 27 October 1994, or any provisions approved in substitution for those provisions." Wagers 2.4 Rule 5.4 of this division is hereby deleted and the following substituted: "5.4 All winning wagers made in accordance with rule 5.1 shall be paid at odds of 1 to 1 with the exception of blackjack, which (subject to rule 10.3) shall be paid at odds of 3 to 2. Winning Super Sevens wagers shall be paid in accordance with rules 15.4 and 15.5. Madness 21 wagers shall be paid in accordance with rules 15A.4 and 15A.6." 2.5 Rule 5.6 of this division is hereby deleted and the following substituted: "5.6 Except as expressly permitted by these rules, once an optional wager (being an insurance, Super Sevens, Madness 21, double down or split pairs wager) has been made and has been confirmed by the dealer, no player shall handle, alter or withdraw such wager until a decision has been made and implemented with respect to it, and no dealer or other person shall permit any player to do so." Madness 21 Wagers 2.6 Section 15 of this division is hereby amended by inserting after rule 15.7 the following: "15A Madness 21 Wagers 15A.1 The casino operator may, at its discretion, offer the players the opportunity to place Madness 21 wagers in accordance with this section. 15A.2 Where the option is offered and the game is played at a table with a layout cloth marked in a manner similar to that shown in appendix 3, any player may elect to place a Madness 21 wager at the time of placement of his/her initial wager as provided in rule 5.1. The Madness 21 wager shall be placed in the designated area of the layout, as shown in appendix 3, which corresponds to the box in which the initial wager was placed. 15A.3 The amount of a Madness 21 wager shall be that displayed on the sign at the table indicating the wager limits applying at the table. 15A.4 Subject to these rules, a Madness 21 wager shall: (a) win if the player's hand has a blackjack as defined by section 1 of these rules; or (b) otherwise lose. 15A.5 At the completion of the initial deal, the dealer shall pay the winning and collect the losing Madness 21 wagers in accordance with approved procedures. 15A.6 Winning Madness 21 wagers shall be paid at the amount selected by activating the jackpot prize button. The amount paid is the amount displayed on the electronic jackpot prize display after the player has activated the jackpot prize button. 15A.8 If the dealer and the player(s) both have a blackjack, this constitutes a stand off, however, Madness 21 wagers shall be valid and the player(s) shall be offered the jackpot prize button. 15A.9 When more than one player wagers on a box, the player who controls the box, subject to rule 14, shall have the right to activate the jackpot prize button when the player has a blackjack. If the player declines to activate the jackpot prize button, he or she may nominate another player as long as the nominee has a wager in that box and a valid Madness 21 wager. If all players decline, a casino employee shall activate the jackpot prize button." Irregularities 2.7 Rule 16.3 is hereby deleted and the following substituted: "16.3 An exposed card dealt in error to the dealer's completed hand, or left exposed subsequent to the completion of a reconstruction of a hand, or hands, shall be removed from play and placed face down in the discard rack." 2.8 Rule 16.5 is hereby deleted and the following substituted: "16.5 Should any error occur during any round due to the incorrect dealing or placement of a card or cards, every effort shall be made to reconstruct the round in such a way as to cause the sequence of cards dealt to be as it should have been had the error not occurred and, in the event that a reconstruction takes place, the casino operator and the players shall abide by the consequences. Should it not be possible to reconstruct the round the casino operator shall declare either the whole round, or the hand or hands affected by the error, void. Where a hand is voided under this rule the cards dealt to it shall be removed to the discard rack and any wagers on it shall be void and be returned to the player or players concerned. All hands dealt subsequent to any such error shall stand as dealt." 2.9 Section 16 of this division is hereby amended by inserting after rule 16.11 the following: "16.12 In the event of an electronic failure of the equipment on a table where the Madness 21 wager is offered, the Madness 21 option shall not be offered to each player until the equipment is repaired in accordance with approved procedures, and the game shall continue in the meantime as a normal blackjack game. If such a failure occurs during a round of play, any Madness 21 wager which had won as provided for by these Rules, shall be settled with a $25 payout." Appendix 3 Blackjack Table Layout with Madness 21 Wager Option 2.10 The appendices are hereby amended by inserting after Appendix 2 the following: 3.0 Division 3 - Mini Baccarat Wagers 3.1 Section 5 of this division is hereby amended by inserting after rule 5.4 the following: "5.4A Each player shall be responsible for the correct placement of his/her wager whether or not he/she is assisted by the dealer. Each player shall be responsible for ensuring that any instructions he/she gives to the dealer regarding the placement of his/her wager are correctly carried out." Irregularities 3.2 Rules 11.6, 11.7 and 11.8 of this division are hereby deleted and the following substituted: "11.6 Should any error occur during any round due to the incorrect dealing or placement of a card or cards, every effort shall be made to reconstruct the round in such a way as to cause the sequence of cards dealt to be as it should have been had the error not occurred and, in the event that a reconstruction takes place, the casino operator and the players shall abide by the consequences. Should it not be possible to reconstruct the round the casino operator shall declare the whole round void. The cards dealt shall be removed to the discard rack and any wagers shall be void and be returned to the player or players concerned. 11.7 If the dealer fails to draw and discard cards at the beginning of a shoe as provided in rule 7.4, or in any other situation where this is required, play shall nonetheless continue as provided in the rules. 11.8 Notwithstanding the application of rules 11.1 to 11.7 subsequent to any error occurring, whether or not the error results in a void hand being declared, all hands dealt thereafter shall stand as dealt." 4.0 Division 4 - Midi Baccarat Wagers 4.1 Section 5 of this division is hereby amended by inserting after rule 5.4 the following: "5.4A Each player shall be responsible for the correct placement of his/her wager whether or not he/she is assisted by the dealer. Each player shall be responsible for ensuring that any instructions he/she gives to the dealer regarding the placement of his/her wager are correctly carried out." Irregularities 4.2 Rules 12.6, 12.7 and 12.8 of this division are hereby deleted and the following substituted: "12.6 Should any error occur during any round due to the incorrect dealing or placement of a card or cards, every effort shall be made to reconstruct the round in such a way as to cause the sequence of cards dealt to be as it should have been had the error not occurred and, in the event that a reconstruction takes place, the casino operator and the players shall abide by the consequences. Should it not be possible to reconstruct the round the casino operator shall declare the whole round void. The cards dealt shall be removed to the discard rack and any wagers shall be void and be returned to the player or players concerned. 12.7 If the dealer fails to draw and discard cards at the beginning of a shoe as provided in rule 7.5, or in any other situation where this is required, play shall nonetheless continue as provided in the rules. 12.8 Notwithstanding the application of rules 12.1 to 12.7 subsequent to any error occurring, whether or not the error results in a void hand being declared, all hands dealt thereafter shall stand as dealt." 5.0 Division 5 - Baccarat Table Layout and Equipment 5.1 Section 3 of this division is hereby amended by inserting after rule 3.4 the following: "3.5 Where an automatic shuffler is used, two sets of eight decks of cards, each set a different colour, shall be used in the game." Wagers 5.2 Section 5 of this division is hereby amended by inserting after rule 5.4 the following: "5.4A Each player shall be responsible for the correct placement of his/her wager whether or not he/she is assisted by the dealer. Each player shall be responsible for ensuring that any instructions he/she gives to the dealer regarding the placement of his/her wager are correctly carried out." Irregularities 5.3 Rules 12.6, 12.7 and 12.8 of this division are hereby deleted and the following substituted: "12.6 Should any error occur during any round due to the incorrect dealing or placement of a card or cards, every effort shall be made to reconstruct the round in such a way as to cause the sequence of cards dealt to be as it should have been had the error not occurred and, in the event that a reconstruction takes place, the casino operator and the players shall abide by the consequences. The cards dealt shall be removed to the discard rack and any wagers shall be void and be returned to the player or players concerned. 12.7 If the dealer fails to draw and discard cards at the beginning of a shoe as provided in rule 7.5, or in any other situation where this is required, play shall nonetheless continue as provided in the rules. 12.8 Notwithstanding the application of rules 12.1 to 12.7 subsequent to any error occurring, whether or not the error results in a void hand being declared, all hands dealt thereafter shall stand as dealt." 6.0 Division 6 - Caribbean Stud Poker Irregularities 6.1 Rule 12.9 of this division is hereby deleted and the following substituted: "12.9 If it is discovered that a complete hand has been dealt to a wagering area without an ante wager, the cards in that hand shall be counted and placed in the discard rack and the game shall then continue. In the case of a progressive jackpot wager having been placed by the player on that round of play, the progressive jackpot wager shall be deemed void." 6.2 Rule 12.11 of this division is hereby deleted and the following substituted: "12.11 Subject to these rules, in the event of a misdeal all wagers made during the round, or the wagers affected by the misdeal, shall be void. In the event of the entire round being void the hands shall be redealt after the players have had an opportunity to change their ante and progressive jackpot wagers." 6.3 Rule 12.12 of this division is hereby deleted and the following substituted: "12.12 If, contrary to rule 5.6, a player wagers on more than one hand of any round all hands and wagers belonging to that player shall be void." 6.4 Section 12 of this division is hereby amended by inserting after rule 12.14 the following: "12.15 Notwithstanding rule 10.5, when a player has laid his/her cards down on the table subsequent to the dealing of a complete hand, and those cards have been placed on the discard pile, that player's hand may be reconstructed providing those cards are the top five on the discard pile and none of the dealer's face down cards has been revealed. The player shall otherwise be deemed to have folded pursuant to rule 10.5." 7.0 Division 7 - Tournament Play Interpretation 7.1 Section 1 of this division is hereby amended by inserting after the definition of "Applicant" the following: ""Pass card" means a pre-approved wager form used by a player pursuant to rule 4.14;". 7.2 Section 1 of this division is hereby amended by inserting after the definition of "Player" the following: ""Pre-approved wager form" means pass cards and/or secret wager cards, the use of which is provided for in rules 4.14 and 4.15 respectively; "Secret wager card" means a pre-approved wager form used by a player pursuant to rule 4.15;". Wagers 7.3 Rule 3.1 of this division is hereby deleted and the following substituted: "3.1 All wagers shall be made with tournament chips, or non-value chips, or pre-approved wager forms provided for in rules 4.14 and 4.15, used for tournament play." 7.4 Rule 3.3 of this division is hereby deleted and the following substituted: "3.3 The minimum and maximum wager limits pertaining to a game shall be displayed on a sign at each table. Unless stated on the sign, wagers are not required to be made in multiples of the minimum. Other than subject to rule 4.13, no minimum wager limit shall be raised, nor shall any maximum wager limit be reduced, during a session." 7.5 Rule 3.5 of this division is hereby deleted and the following substituted: "3.5 Subject to rule 4.14, a player shall wager at least the minimum and no more than the maximum bet on each hand during the session. A player who fails to wager on each hand as stated on the sign displayed at the table shall be disqualified, unless he/she has played a pass card in accordance with rule 4.14." Rules for Tournament Play 7.6 Rules 4.9 and 4.10 of this division are hereby deleted and the following substituted: "4.9 Subject to rule 4.15, all players shall at all times keep their tournament chips in front of them and in clear view of the other players and the game supervisor, until the session has ended and the winner and/or place-getters, as the case may be, have been determined. The chips shall be kept in such a manner that the total value of chips can be seen by the other players at the table. 4.10 Subject to rule 4.15, any player who pockets or otherwise conceals chips, or removes chips from the table during tournament play shall be disqualified." 7.7 Section 4 of this division is hereby amended by inserting after rule 4.12 the following: "4.13 For all tournament games (with the exception of roulette) up to four cutting cards may be used. Two of the cutting cards may be used as table limit change indicators. When the indicator card appears, the minimum and maximum table limits may be raised to the values determined prior to the commencement of the tournament. 4.14 Players may be issued with up to three pass cards per session of play. When used, the pass card shall indicate that no wager is being made on that round of play. 4.15 Players may be issued with up to three secret wager cards per session of play. These secret wager cards may be used to wager on any round of play. The amount of the wager is not disclosed to the other players at the table until after the conclusion of the hand on which the secret wager was played." Application - Blackjack 7.8 Rule 6.2 is hereby deleted and the following substituted: "6.2 The following rules shall not apply to the game of tournament blackjack: (a) section 9 and rules 10.2 and 10.4 of division 1; (b) rules 5.3, 5.8, 7.1, 8.7, 8.8, and sections 14 and 15 of division 2; and (c) in the case of pass cards only, rule 8.2(a)." 7.9 Section 6 is hereby amended by inserting after rule 6.6 the following: "6.7 Subject to rule 4.14, a player using a pass card on a round of play shall not have any cards dealt to his/her box for that round." Application - Mini Baccarat 7.10 Rule 8.2 is hereby deleted and the following substituted: "8.2 The following rules shall not apply to the game of tournament mini baccarat: (a) section 9 and rules 10.2 and 10.4 of division 1; and (b) rules 5.2(c), 5.2(d), 5.4, 5.5, 5.13, 5.14, 7.1, 9.8 and 9.9 of division 3." Application - Midi Baccarat 7.11 Rule 9.2 is hereby deleted and the following substituted: "9.2 The following rules shall not apply to the game of tournament midi baccarat: (a) section 9 and rules 10.2 and 10.4 of division 1; and (b) rules 5.2(c), 5.2(d), 5.4, 5.5, 5.13, 5.14, 7.1, 9.7 and 9.8 of division 4." Application - Baccarat 7.12 Rule 10.2 is hereby deleted and the following substituted: "10.2 The following rules shall not apply to the game of tournament baccarat: (a) section 9 and rules 10.2 and 10.4 of division 1; and (b) rules 5.2(c), 5.2(d), 5.4, 5.5, 5.13, 5.14, 7.1, 9.7 and 9.8 of division 5." 8.0 Division 8 - Roulette Wagers 8.1 Rule 3.8 of this division is hereby deleted and the following substituted: "3.8 Each wager shall be settled in accordance with its position on the layout when the ball falls to rest in a compartment of the wheel, provided however that the casino operator may modify the application of this rule if it is apparent that the wager has been accidentally moved or misplaced by the dealer or another patron except in the case of bets placed incorrectly on the layout by the dealer as the result of a call bet from a patron." Irregularities 8.2 Section 5 of this division is hereby amended by inserting after rule 5.5 the following: "5.6 Subsequent to the dealer calling "no more bets" and ringing the bell and prior to the ball coming to rest in a compartment of the wheel, the dealer may seek clarification of misplaced wagers and position them correctly on the layout." 9.0 Division 9 - Tai-Sai Wagers 9.1 Rule 4.9 of this division is hereby deleted and the following substituted: "4.9 Each wager shall be settled in accordance with its position on the layout when the result of the spin has been established, provided however that the casino operator may modify the application of this rule if it is apparent that the wager has been accidentally moved or misplaced by the dealer or another patron except in the case of bets placed incorrectly on the layout by the dealer as the result of a call bet from a patron." 10.0 Division 12 - Pai Gow Irregularities 10.1 Section 12 of this division is hereby amended by inserting after rule 12.17 the following: "12.18 Notwithstanding the application of rules 12.1 to 12.17, subsequent to any error occurring, whether or not the error results in a void hand being declared, all hands dealt thereafter shall stand as dealt." 11.0 Division 13 - Poker Irregularities 11.1 Rule 19.1 of this division is hereby deleted and the following substituted: "19.1 Whenever a misdeal occurs there shall be a new shuffle and cut. The same player shall be first to receive cards in the new deal as in the previous misdeal. Only a casino supervisor or a poker room supervisor shall determine if there is a misdeal. There is a misdeal if: (a) in all games one or more cards are exposed in cutting; (b) in all games before any substantial action takes place, it is noticed that the cards were not shuffled or cut prior to the deal. Once there has been substantial action the hand shall be played out; (c) in all games the dealer has dealt the cards out of order and the error was noticed prior to substantial action and the error cannot be reconstructed; (d) in all games during the initial deal a dealer deals a player out or deals an extra hand in and it is discovered before there has been substantial action and the hand or hands cannot be reconstructed; (e) in all games at the end of the initial deal an eligible player has received an incorrect number of cards and the error cannot be reconstructed and there has been no substantial action; (f) in all games a player is dealt an incorrect number of cards, and this is discovered before substantial action is taken. There is no misdeal if: (i) the affected player has acted prior to discovering the incorrect number of cards. His/her hand is declared dead and, if it is determined that collusion has not taken place, all wagers, forced bets and blinds shall be returned to the player, (ii) the affected player has not acted but there has been substantial action by other players before the incorrect deal is discovered. For that round of play all wagers, forced bets and blinds shall be returned to the player and the player's hand is voided; (g) in all games only one player remains in the game at the completion of the showdown and that player has the incorrect number of cards. That player's hand shall be declared a dead hand and all wagers shall be returned; (h) in all games the deck is found to be defective before the dealer pushes the pot. All wagers, forced bets and blinds shall be returned to the players; (i) in Draw Poker more than one card is exposed by the dealer during the initial dealing round. However, should this occur during the draw the cards shall be used in sequence; (j) in Five Card stud during the initial dealing round the dealer deals the incorrect card face up or deals an incorrect number of cards face up and is unable to correct; (k) in Five Card stud during the initial dealing round the dealer deals more than one player two cards face up; (l) in Seven Card stud during the initial dealing round the dealer deals the incorrect card face up or deals an incorrect number of cards face up and is unable to reconstruct; (m) in Seven Card stud during the initial dealing round the dealer deals more than one player two cards face up; (n) in Seven Card stud during the initial dealing round the dealer deals a player three cards face up; (o) in all Manila games more than one of the players' hole cards are exposed by the dealer during the initial deal; (p) in all flop games more than one card is exposed by the dealer during the initial deal."
