Notice of Delegation by the Secretary of Labour to Recognise an Organisation to Issue Certificates of Competence Under the Health and Safety in Employment Regulations 1995 Certificates of Competence for Scaffolding Pursuant to regulation 28 of the Health and Safety in Employment Regulations 1995, I, R. J. M. Hill, General Manager, Occupational Safety and Health Service of the Department of Labour, in exercise of those powers delegated to me by the Secretary of Labour, pursuant to section 41 of the State Sector Act 1988, hereby give notice that the following organisation is recognised as an organisation that may issue certificates of competence as a scaffolder in accordance with the requirements of regulation 29 and the authorities of the secretary in accordance with regulations 35, 36, 37, 38, 40, 41, 42 and 43: The Building and Construction Industry Training Organisation (BCITO).
