Privileges and Immunities of Representatives of Governments and Their Official Staff Attending the APEC Trade Ministers' Meeting, Christchurch, 1516 July 1996 WHEREAS a meeting of Trade Ministers from Asia Pacific Economic Cooperation (APEC) member economies is to be held in Christchurch on 15 and 16 July 1996 AND WHEREAS the meeting will be attended by representatives of the Governments of those States listed in the Appendix hereto and of the Government of New Zealand AND WHEREAS it appears that doubts may arise as to the privileges and immunities which may be enjoyed by representatives, including delegates, and members of their official staff attending the said meeting NOW THEREFORE pursuant to section 11 of the Diplomatic Privileges and Immunities Act 1968 (``the Act''), the Minister of Foreign Affairs and Trade hereby directs that every representative of the said Governments (other than the Government of New Zealand) and the members of their official staff attending the said meeting shall be accorded the following privileges and immunities: (a) Every representative of the Governments of those States listed in the Appendix hereto (other than the Government of New Zealand) shall be accorded the privileges and immunities conferred by or by virtue of Part I of the Act on a diplomatic agent as specified in Articles 29 to 37 (1) inclusive of the Vienna Convention on Diplomatic Relations, set out in the First Schedule to the Act; and (b) All the members of the official administrative and support staff of any such representative shall be accorded the following privileges and immunities; (i) Immunity from suit and legal process in respect of things done or omitted to be done by them in the course of the performance of their official duties; (ii) Exemption from income tax in respect of emoluments received for services in respect of their official duties; (iii) Exemption from taxes on the importation of goods for the official use in New Zealand of the government representative or designated delegate, that exemption to be subject to compliance with such conditions as the Minister of Customs may determine for the protection of the revenue.
