The Traffic (Waimakariri District) Notice No. 2, 1996 Pursuant to section 52 of the Transport Act 1962 and regulation 21 (2) of the Traffic Regulations 1976 and to a delegation from the Minister of Transport dated on the 31st day of August 1990, I, Grant Stewart Ellis Milne, Secretary for Transport, give the following notice: N o t i c e (1) This notice may be cited as the Traffic (Waimakariri District) Notice No. 2, 1996. (2) The area specified in the First Schedule is declared to be a closely populated locality at all times for the purposes of section 52 (1) of the Transport Act 1962. (3) The roads specified in the Second Schedule are declared to be 70 kilometres an hour speed limit areas for the purposes of regulation 21 (2) of the Traffic Regulations 1976. (4) The roads specified in the Third Schedule are excluded from the limitation as to speed imposed by section 52 (1) of the Transport Act 1962, pursuant to section 52 (2) of the Transport Act 1962. (5) The following notice is revoked: (a) The Traffic (Rangiora District) Notice No. 2, 1991*. First Schedule SITUATED within Waimakariri District at Rangiora: All the area, with the exception of those roads named in the Second and Third Schedules, bounded by a line commencing at a point on the south western side of Milton Avenue 50 metres measured north westerly, generally, from River Road; thence south easterly generally along the south western side of Milton Avenue to River Road; thence westerly, generally, along the northern side of River Road to a point 600 metres measured westerly, generally, along River Road from the intersection of the northern side of River Road with the line of the western side of Racecourse Road produced across River Road; thence southerly, generally, across River Road at right angles to its northern side to its southern side; thence southerly, generally, by a right line to the northern end of Brick Kiln Road on its eastern side; thence southerly, generally, along the eastern side of Brick Kiln Road to its intersection with the northern side of Oxford Road; thence across Oxford Road at right angles to its northern side to its southern side; thence south-easterly, generally, by a right line to a point on the northern side of Johns Road, 350 metres measured westerly, generally, from West Belt; thence across Johns Road at right angles to its northern side to its southern side; thence south easterly, generally, by a right line to a point on the western side of Townsend Road, 150 metres measured southerly, generally, from South Belt; thence across Townsend Road at right angles to its western side to its eastern side; thence south easterly, generally, by a right line to a point on the north western side of Todds Road, 640 metres measured south westerly, generally, from Ellis Road; thence across Todds Road at right angles to its north western side to its south eastern side; thence easterly, generally, by a right line to a point on the western side of Flaxton Road 450 metres measured southerly, generally, from its intersection with the No. 71 State Highway (Kaiapoi-Rangiora); thence across Flaxton Road at right angles to its western side to its eastern side; thence easterly, generally, by a right line to point on the western side of No. 71 State Highway (Kaiapoi-Rangiora), 440 metres measured south easterly, generally, from Flaxton Road; thence across the No. 71 State Highway (Kaiapoi-Rangiora) at right angles to its south western side to its north eastern side; thence north easterly, generally, by a right line to a point on the southern side of Marsh Road 730 metres measured easterly, generally, from Railway Road; thence across Marsh Road at right angles to its southern side to its northern side; thence northerly, generally, by a right line, to a point on the southern side of Boys Road 650 metres measured easterly, generally, along Boys Road from the eastern side of the Main North Railway; thence across Boys Road at right angles to its southern side to its northern side; thence northerly, generally, by a right line to a point on the southern side of Northbrook Road, 480 metres measured easterly, generally, from East Belt; thence across Northbrook Road at right angles to its southern side to its northern side; thence northerly, generally, by a right line to a point on the southern side of Kippenberger Avenue 110 metres measured easterly, generally, along Kippenberger Avenue from Watkins Place; thence across Kippenberger Avenue at right angles to its southern side to its northern side; thence northerly, generally, by a right line to a point on the southern side of Coldstream Road, 500 metres measured easterly, generally, from East Belt; thence across Coldstream Road at right angles to its southern side to its northern side; thence north-westerly, generally, by a right line to a point on the eastern side of East Belt 440 metres measured northerly, generally, from Coldstream Road; thence across East Belt at right angles to its eastern side to its western side; thence westerly, generally, by a right line to a point on the eastern side of Ashley Street at its intersection with the line of the southern side of River Road produced across Ashley Street; thence north-westerly, generally, along the north-eastern side of Ashley Street and Milton Avenue to a point due north east of the commencing point; thence due south west across Milton Avenue to the commencing point. Second Schedule SITUATED within Waimakariri District at Rangiora: Ashley Street: from Coldstream Road to Milton Avenue. Flaxton Road: from the No. 71 State Highway (Kaiapoi-Rangiora) to a point 450 metres measured southerly, generally, from the said State highway. Milton Avenue: from Ashley Street to a point measured 50 metres north westerly, generally, from Ashley Street. Oxford Road: from West Belt to a point 600 metres measured westerly, generally, from West Belt. Todds Road: from Ellis Road to a point 640 metres measured south westerly, generally, from Ellis Road. Third Schedule SITUATED within Waimakariri District at Rangiora: Boys Road: from Newnham Street to a point 650 metres measured easterly, generally, from the eastern side of the Main North Railway. Charles Street: from Green Street to Pentecost Road. Coldstream Road: from East Belt to a point 500 metres measured easterly, generally, from East Belt. East Belt: from a point 150 metres measured northerly, generally, from Wales Street to a point 440 metres measured northerly, generally, from Coldstream Road. Johns Road: from West Belt to a point 350 metres measured westerly, generally, from West Belt. Marsh Road: from a point 270 metres measured easterly, generally, from Railway Road to a point 730 metres measured easterly, generally, from Railway Road. Northbrook Road: from East Belt to a point 480 metres measured easterly, generally, from East Belt. Oxford Road: from a point 600 metres measured westerly, generally, from West Belt to Brick Kiln Road. Pentecost Road. River Road: from Ashley Street to a point 600 metres measured westerly, generally, from Racecourse Road. South Belt: from a point 250 metres measured easterly, generally, from Pentecost Road to Townsend Road.
