Exemption From Braking Requirements of the Transport (Vehicle Standards) Regulations 1990 Pursuant to regulation 36 of the Transport (Vehicle Standards) Regulations 1990, I, Michael Joseph Small, Senior Vehicle Compliance Officer, hereby exempt the motor vehicle specified in Schedule 1 of this notice from the requirements contained within regulations 13 (3) (a) and 13 (4) of the Transport (Vehicle Standards) Regulations 1990, subject to the conditions specified within Schedule 2 of this notice. Schedule 1 Vehicle Details Make: Hino. Model: FR609B. VIN: 7A884190895020530. Axle Configuration: 3A Tag. Schedule 2 Conditions 1. The service brake shall incorporate a dual braking system from the service brake foot valve (brake pedal) to the road wheels of the vehicle; 2. The vehicle must pass a series of practical parking brake tests. These tests are to be carried out in compliance with paragraphs (a) and (b) below. Tests (a) and (b) must be carried out on a gradient of not less than 1 in 5, while the vehicle is facing both up hill and down hill. These tests will ensure that the parking brake is capable of securely holding the laden vehicle for an indefinite period of time: (a) The first test is conducted with the vehicle's maximum load evenly distributed over the area intended to carry the vehicle load. In this state, there is equal weight on the parking brake and tag axles. This will test the ability of the parking brake to hold the total laden weight of the vehicle; and (b) The second test is conducted with the load in the estimated worst case of load distribution within the area intended to carry the vehicle load. In this state, there is minimum weight on the parking brake axle with most either on the tag OR front axle depending on the configuration of axle spacing and location of load carrying area. This will test the ability of the parking brake to hold the vehicle when most of the load is on axles other than the parking brake axle; 3. During tests (a) and (b) the load on any axle or axle set need only be the lesser of the manufacturers axle rating or maximum legal road loading limits; 4. On going compliance with paragraph 2 above after the issue of this exemption is the responsibility of the vehicle owner/driver as required under the Traffic Regulations 1976; 5. The owner and driver of this vehicle must ensure that the parking brake is correctly adjusted and maintained at all times to comply with paragraph 2 above; 6. Prospective vehicle owners must be fully informed of this notice and the conditions contained within it. 7. A copy of this notice must be carried in the vehicle at all times and must be readily available for inspection. 8. This exemption may be revoked at any time.
