Notice to the Public Health Commission of the Crown's Objectives in Relation to Public Health Pursuant to section 8 (2) of the Health and Disability Services Act 1993, I, Jennifer Mary Shipley, hereby give the Public Health Commission notice of the Crown's objectives in relation to Public Health namely: The Health Status of the Communities Served by the Public Health Commission The Crown's objectives are to: (1) improve the health status and promote the independence of all New Zealander's and protect the public health having regard to what is reasonably achievable in 1994/95 within the funding available to the Public Health Commission. In particular the Crown's objective is to improve the health status in the health gain priority areas: (i) Child Health; (ii) Maori Health; (iii) Mental Health; and (iv) Physical Environmental Health (2) encourage co-operation between the (name RHA) and the Public Health Commission in relation to: (i) the health gain priority areas, including Physical Environmental Health which is the responsibility of the Public Health Commission; and (ii) the purchase of services promoting the public health. The Public Health Services to be Purchased by the Public Health Commission The Crown's objectives are: (1) that the Public Health Commission, in accordance with, and to the extent enabled by, its funding agreement and having regard to the Crown's objectives in relation to health status and the principles of equity, effectiveness, efficiency, safety, acceptability and risk management, purchase or arrange for the purchase of a range of public health services for disease prevention and control, and health promotion services, including health education, in the service obligations areas: (i) Social and physical environment : environmental health; (ii) Social and physical environment : food, nutrition and exercise; (iii) Social and physical environment : prevention and control of communicable disease; (iv) Maori; (v) Children; (vi) Young people; (vii) Adults; (viii) Older people; and (2) to encourage co-operation between the Public Health Commission and the Ministry of Health in the Public Health Commission's purchase of public health regulatory services on behalf of the Director General of Health. Coverage of the Public Health Services The Crown's objective in relation to the coverage of public health services is that services provided to the whole population of New Zealand or to any specific sub-population be of a consistent level, except where specified services are to be purchased for specified target populations. These target populations may be defined by geography, age, culture or a range of other factors related to identified health need. The Crown envisages that public health services may be: (1) nationally planned and delivered services; (2) nationally planned and locally delivered services; (3) locally planned and delivered services; (4) health education resources. The Standard of the Public Health Services The Crown's objectives in relation to the standard of those public health services are that the Public Health Commission purchases public health services: (1) in a way that improves the quality and effectiveness of those services; (2) which comply with all requisite legal, ethical and safety requirements relating to the provision and standard of public health services; (3) in a manner that ensures that the service provision is culturally appropriate to the populations served by the Public Health Commission. Analysis and Monitoring The Crown's objective in relation to analysis and monitoring is that the Public Health Commission should: (1) identify public health needs; (2) identify emerging public health issues. Policy Advice The Crown's objective is that the Public Health Commission should provide advice which: (1) is practicable and takes into account the Government's planning, contracting and funding cycle with all health sector agencies; (2) assists the Government, the Ministry of Health, RHAs and other agencies to achieve progress on the four health gain priority areas and other objectives achievable through interventions in the health sector; (3) indicates the relative priorities of recommendations, and considers implementation, purchase planning, and resource implications; (4) is developed in collaboration with the Ministry of Health as well as Regional Health Authorities, Te Puni Kokiri, Women's Affairs, ACC and other government agencies or Crown entities with an interest in public health. The Special Needs of Maori and other Particular Communities of People The Crown's objective is that the Public Health Commission should: (1) have regard to the Crown's policy direction for Maori expressed in the document "Whaia te ora mo te iwi"; (2) seek to improve the health status of Maori so that they will enjoy the same level of health as non-Maori; (3) purchase services that to the greatest extent possible recognise the special needs and cultural values of the eligible persons concerned, in particular Maori, Pacific Island people, and people with disabilities.
