Amendment—Research, Science, and Technology Funding – Separate Decision-making Process

Pursuant to section 5(2) of the Research, Science, and Technology Act 2010, the following research, science, and technology (RS&T) funding in the votes administered by the Ministry of Business, Innovation, and Employment (MBIE) is subject to a separate decision-making process:

Science, Innovation and Technology Portfolio Appropriations Where Decision-making is by MBIE:

  • Marsden Fund, but only in relation to the decisions to:
    • invite expressions of interest to proceed to full proposals (based on eligibility and assessment criteria) in the 2026 Marsden Fund Round; and
    • determine which full proposals do not meet the eligibility criteria and, therefore, will not be considered by the Research Funding New Zealand Board for funding.
  • Priority Research for New Zealand MCA but only in relation to funding for:
    • Biodiscovery Platform;
    • Infectious Diseases Research Platform.
  • Science System Investments MCA – Institutional Funding;
  • Science System Investments MCA – Research Infrastructure;
  • Science System Investments MCA – Talent and Promotion;
  • Science System Investments MCA – Commercialisation and Partnership;
  • Science System Investments MCA – Catalyst Fund;
  • Contract Management MCA – Research Contract Management;
  • Gene Technology Regulatory Functions;
  • National Measurement Standards;
  • Callaghan Innovation – Operations MCA;
  • Founder and Startup Support;
  • Innovation Trailblazer Grant 2023–2028;
  • Technology Incubator Programme 2023–2027;
  • New to R&D Grant 2023-2028;
  • Digital Technologies Sector Initiatives MCA;
  • Science, innovation and technology departmental and capital appropriations.

Other Portfolio Appropriations Where Decision-making is by MBIE:

  • Emergency Management and Recovery: Services for Geohazards Management;
  • All science, innovation and technology funding in a vote other than Vote Business, Science and Innovation.

Science, Innovation and Technology Portfolio Appropriations Where Decision-making is by the Health Research Council (HRC):

  • Science System Investments MCA – Health Research Fund.

Science, Innovation and Technology Portfolio Appropriations Where Decision-making is by the New Zealand Institute for Advanced Technology (NZIAT):

  • New Zealand Institute for Advanced Technology Limited MCA – Advanced Technology Operations;
  • New Zealand Institute for Advanced Technology Limited MCA – Advanced Technology Research Platforms;
  • New Zealand Institute for Advanced Technology Limited MCA – Enabling Industry Innovation and Research and Development.

This notice amends the notice published in the New Zealand Gazette, 29 January 2026, Notice No. 2026-go366.

This notice comes into effect on 1 July 2026.
