Under section 146D of the Land Transport Act, Publication of matters relating to point-to-point average speed system, the Director must publish the elements of a point-to-point average speed system, by notice in the New Zealand Gazette and on an internet site maintained by the Agency.

Under section 146A(3) of the Land Transport Act, an element of a point-to-point average speed system, means one or more of the following:

1. the two items of approved vehicle surveillance equipment at the detection points:
2. the location of the two detection points:
3. the surveyed distance between those two detection points:
4. if only one speed limit applies between those two detection points, that speed limit:
5. if more than one speed limit applies between those two detection points—
1. those speed limits;
2. when those speed limits apply;
3. the intermediate surveyed distance for each speed limit; and
4. the weighted average speed limit between those two detection points, as calculated under section 146B.
