Initiation of a Global Safeguard Investigation into Certain Aluminium Extrusions

Start of Global Safeguards Investigation

Pursuant to section 8(3) of the Trade (Safeguard Measures) Act 2014 (“Act”), I give notice that I have initiated a global safeguards investigation into imports of aluminium extrusions (“imported goods”), as described in the Schedule below.

The decision to initiate a safeguard investigation was in accordance with section 8(1) of the Act on 27 May 2026, following receipt of an application from the Aluminium Extruders’ Association of New Zealand (ALENZ), which represents the New Zealand industry producing aluminium extruded products which contained reasonable grounds for an investigation into whether increased imports are causing serious injury.

Imported Goods

Aluminium extrusions produced by an extrusion process with aluminium alloys containing metallic elements that fall within the Aluminium Association alloy series starting with 1, 2, 3, 5, 6 or 7, or equivalent proprietary or certifying‑body alloy designations. The extrusions may be worked or unworked, and either left in their original, as‑extruded (mill) finish, or mechanically finished, anodised, painted, or otherwise coated. Includes products that have been further worked, to a limited extent, after extrusion, except where products are worked to the extent that they become classified under a different tariff item to those below.

The imported goods are currently within the following tariff classifications in the New Zealand Customs Tariff (“Ex” indicates partial coverage only):

  • Ex 7604.21.00 00B – Aluminium bars, rods and profiles of aluminium alloys – Hollow profiles
  • Ex 7604.29.09 00F – Aluminium bars, rods and profiles of aluminium alloys – other
