Notice Specifying Date Before Which Any Vehicle Fuel Economy Label or Fuel Economy Information Must be Updated—Notice 2022

Pursuant to Regulation 9 of the Energy Efficiency (Vehicle Fuel Economy Labelling) Regulations 2007, the Minister of Energy and Resources specifies the following date as the date before which any person who is required to display a fuel economy label or fuel economy information for a motor vehicle must update the label in accordance with the amendments to those regulations that will take effect from 1 April 2022:

15 April 2022.

1. Title

This notice is the Specifying Date Before Which Any Vehicle Fuel Economy Label or Fuel Economy Information Must be Updated.

2. Commencement

This notice comes into force on the date it is signed by the Minister of Energy and Resources and requires fuel economy labels to be revised in accordance with Energy Efficiency (Vehicle Energy Economy Labelling) Amendment Regulations 2022 by 15 April 2022.

Explanatory Note

This explanatory note is not part of the notice but is intended to indicate its general effect.

The fuel economy labelling scheme is administered through the fuelsaver website www.fuelsaver.govt.nz.

The Energy Efficiency (Vehicle Energy Economy Labelling) Amendment Regulations 2022 specify new additional information that must be displayed on the label and a new label format. Also, the fuel economy information on the fuelsaver website is being updated to take into account current fuel prices.

Regulation 9 allows the Minister of Energy and Resources, by notice in the New Zealand Gazette, to specify a date before which any existing fuel economy label or fuel economy information must be updated.

All persons who are required to display a label or information under the Regulations must update it with the current information from the fuelsaver website between 1 April 2022 (when the revised requirements take effect) and the specified date, 15 April 2022.

The revised requirements:

  • Add clean vehicle information to the label.
  • Revise the format of the label.
  • Clarify requirements for electric vehicles.
  • Update the price of fuel per litre used as a basis for calculating fuel economy on the label from $2.00 to $2.50 for petrol and from $1.46 to $1.75 for diesel.

Affected parties should refer to the Energy Efficiency (Vehicle Energy Economy Labelling) Amendment Regulations 2022 for more detail regarding the new information and labelling requirements.

Pursuant to Regulation 7 of the Energy Efficiency (Vehicle Energy Economy Labelling) Amendment Regulations 2022, traders will need to comply with the new labelling requirements from 1 April 2022 (the date the Amendment Regulations take effect) if they are printing a new label.

It is an offence under the Regulations to fail to update the label or information.
