Special Needs Grant (Citizenship Fees) Programme Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Services, Work and Income, establish and approve the following welfare programme for special assistance. Application of Social Security Act 5. Eligibility 6. Amount of Grant 7. Administration P r o g r a m m e 1. Title and commencement 1.1. This programme is called the Special Needs Grant (Citizenship Fees) Programme, and every Grant made under it is called a special needs grant. 1.2. This programme comes into effect on 1 September 1999. 2. Interpretation 2.1. In this programme, unless the context otherwise requires, ``Act'' means the Social Security Act 1964: ``Applicant'' means a person applying for a Grant under this programme, or, as the case may require, a person on whose behalf an application for a Grant is made: ``Chief Executive'' means the chief executive of the Department: ``Department'' means the department for the time being responsible for administration of the Act: ``Grant'' means a special needs grant under this programme, being the special assistance under it: ``Immigrant Child'' means any child who, before attaining the age of 18 years, came to New Zealand from Great Britain between 1 January 1949 and 31 December 1954 in accordance with an arrangement between the Government of New Zealand and his or her parents or guardian that the child would live in New Zealand subject to the provisions of Part I of the Child Welfare Amendment Act 1948, but does not include any person who came to New Zealand accompanied by and in the charge of his or her parent or any of his or her relatives: ``Ordinarily Resident'' has the same meaning as in section 3 of the Act: ``Refugee Child'' means any child who came to New Zealand as an immigrant pursuant to an arrangement made for that purpose between the Government of New Zealand and the International Refugee Organisation. 3. Objective 3.1. The objective of this programme is to provide assistance to meet the costs of applying for New Zealand citizenship for persons who immigrated to New Zealand as ``Flock House boys'' and are ineligible for a waiver of citizenship fees under regulation 14a of the Citizenship Regulations 1978. 4. Application of Social Security Act 4.1. Sections 12, 62, 74a, and 84 of the Act apply, with any necessary modifications, to this programme as if a Grant under this programme were a benefit. 4.2. Nothing in clause 4.1 limits any other provision of the Act. 5. Eligibility 5.1. The Chief Executive may make a Grant to any Applicant who can show, to the satisfaction of the Chief Executive, that 5.1.1. He or she is Ordinarily Resident in New Zealand; and 5.1.2. Before attaining the age of 18 years, the Applicant came to New Zealand from Great Britain between 1 January 1949 and 31 December 1954; and 5.1.3. The Applicant did so in accordance with an arrangement between the Government of New Zealand and his or her parents or guardian that the child would live in New Zealand; and 5.1.4. The arrangement included the transfer of guardianship or full control of the Applicant to the trustees of the Sheep Owners Acknowledgment of Debt to British Seamen Fund in New Zealand; and 5.1.5. The Applicant is making an application to be granted New Zealand citizenship under the Citizenship Act 1977. 5.2. No Grant may be made to any person who 5.2.1. Came to New Zealand accompanied by and in the charge of his or her parent or any of his or her relatives; or 5.2.2. Was an Immigrant Child or a Refugee Child; or 5.2.3. Is not required to pay a fee to apply for citizenship under the Citizenship Regulations 1978. 6. Amount of Grant 6.1. The amount of a Grant is the fee for the time being payable under the Citizenship Regulations 1978 on application for a grant of citizenship under the Citizenship Act 1977. 7. Administration 7.1. Every application for a Grant is to be made to the Department of Internal Affairs on a form provided by the Department (as defined in clause 2.1). 7.2. Every Grant is to be paid to the Department of Internal Affairs to the credit of the Applicant.
