Recommendations From Consultation on Earner Premium and Earner Levy Regulations 1999 The Earners' Account pays for the treatment of non-work injuries sustained from 1 July 1992 by New Zealanders in paid employment (except self employed who have chosen to insure with a private insurer from 1 July 1999). The Earners' Account is funded in two ways: An earner premium for non-work injuries which occur on or after 1 July 1999; and An earner levy for those prior non-work claims, which occurred since 1 July 1992, but before 1 July 1999. This is paid by all earners including those self-employed who have chosen to insure with a private insurer from 1 July 1999. As required by section 409 of the Accident Insurance Act 1998, A.C.C. has completed consultation with premium payers, and has recommended changes to the earner premium and earner levy to the Minister for Accident Insurance. A.C.C. has recommended that from 1 April 1999: (a) A reduction in earner premium from the current rate of $1.0756 to $0.9967 for every $100 of liable earnings, G.S.T. exclusive; and (b) A reduction in earner levy from the current rate of $0.1689 to $0.0700 for every $100 of liable earnings, G.S.T. exclusive. This results in a 14.3 percent reduction in the total earner premium rate from $1.40 to $1.20, G.S.T. inclusive.
