School Crossing Point Trial Pursuant to section 78 of the Transport Act 1962, the Land Transport Safety Authority of New Zealand authorises the erection, installation and maintenance of experimental signs and road markings at the locations described in Schedule 1 of this notice and subject to the terms set out in Schedule 2 of this notice, in substitution for the pedestrian crossing signs and markings specified in regulations 91 (3) and 93 of the Traffic Regulations 1976. This notice shall be called the School Crossing Point Trial and sites equipped with the signs and markings described shall be called School Crossing Points and shall be for the purpose of evaluating the use of the said signs and markings. Schedule 1 1. Locations approved The following locations shall be those approved for use in the School Crossing Point Trial. (a) Christchurch City 1. State Highway 74 at a point, more or less, 30 metres north-easterly generally of Lagan Street (Belfast School). 2. Ferry Road at a point, more or less, 60 metres south-easterly generally of Maronan Street (St Annes School). 3. Centaurus Road at a point, more or less, 50 metres westerly generally of Albert Terrace (St Martins School). 4. Wilsons Road at a point, more or less, 40 metres north-westerly generally of Centaurus Road (St Martins School). 5. Ilam Road at a point, more or less, 280 metres north-easterly generally of Memorial Avenue (Cobham Intermediate School). 6. Roydvale Avenue at a point, more or less, 160 metres north-easterly generally of Juniper Place (Roydvale School). 7. Kendal Avenue at a point, more or less, 110 metres easterly generally of Cranbrook Avenue (Kendal School). 8. Queenspark Drive at a point, more or less, 220 metres north-easterly generally of Chadlington Street (Queenspark School). 9. Merrin Street at a point, more or less, 200 metres north-easterly generally of Avonhead Road (Merrin School). 10. Ferry Road at a point, more or less, 20 metres north-westerly generally of Alport Place (Bamford Street School). 11. State Highway 75 at the intersection with Larsens Road (Halswell School). (b) Invercargill City 12. Dunns Road, Otatara, at a point, more or less, 180 metres westerly generally of Vyner Road (Otatara School). (c) Southland District 13. State Highway 94, Te Anau, at a point, more or less, 30 metres southwesterly generally of Pop Andrews Drive. (d) Waimakariri District 14. State Highway 71 at a point, more or less, 90 metres northerly generally of Torlesse Street (Southbrook School). (e) Waitakere City 15. Marina View Road at a point, more or less, 145 metres westerly generally of Picasso Drive (Marina View Primary School). 16. Bethells Road at a point, more or less, 180 metres westerly generally of Anzac Valley Road (Waitakere Primary School). 17. View Road at a point, more or less, 40 metres westerly generally of Ribblesdale Road (Sunnyvale Primary School). (f) Hamilton City 18. Fairfield Road at a point, more or less, 20 metres westerly generally of Ranfurly Avenue (Woodstock School). 19. Churchill Avenue at a point, more or less, 35 metres easterly generally of Maeroa Road (Maeroa Intermediate School). 20. Pembroke Street at a point, more or less, 30 metres southerly generally of Palmerston Street (Hamilton West School). 21. Bruce Avenue at a point, more or less, 120 metres south-westerly generally of Jeanette Avenue (Glenview School). 22. Livingstone Avenue at a point, more or less, 65 metres easterly generally of Waimarie Street (Nawton Primary School). 23. Fifth Avenue at a point, more or less, 220 metres easterly generally of Peachgrove Road (Te Kura Kaupapa Maori o Te Ara Rima). (g) Auckland City 24. Arthur Street at a point, more or less, 90 metres westerly generally of Onehuna Mall (Onehunga Primary). 25. Wheturangi Road at a point, more or less, 130 metres northerly generally of Green Lane West (Cornwall Park School). 26. Fairburn Road at a point, more or less, 10 metres westerly generally of Hutton Street (Fairburn Primary School). 27. Larchwood Avenue at a point, more or less, 45 metres easterly generally of Garnet Road (Westmere School). (h) Whangarei 28. Percy Street at a point, more or less, 150 metres easterly generally of Western Hills Drive (St Francis Xavier School). 29. Paramount Parade, Tikipunga at a point, more or less, 110 metres north-westerly generally of Kiripaka Road (Tikipunga Primary School). (i) Waikato District 30. Matangi Road at a point, more or less, 150 metres westerly generally of Tauwhare Road (Matangi School). 31. Harris Street at a point, more or less, 20 metres southerly generally of Paki Street (Huntly West School). 32. Greenlane Road at a point, more or less, 135 metres northerly generally of Te Putu Street (Taupiri School). 33. Galileo Street at a point, more or less, 60 metres southerly generally of Carlton Avenue (Ngaruawahia School). (j) Nelson District 34. Vanguard Street at a point, more or less, 50 metres northerly generally of Franklyn Street. (Victory School). (k) Marlborough District 35. Weld Street, Blenheim at a point, more or less, 280 metres southerly generally of Wither Road (Witherlea School). (l) Hastings District 36. Windsor Avenue at a point, more or less, 20 metres south-westerly generally of Howard Street (Parkvale School). (m) Tararua District 37. State Highway 2, Vogel Street at a point, more or less, 70 metres easterly generally of Ross Street (Woodville School). Schedule 2 1. Duration of the Trial The period of the School Crossing Point Trial shall start after the 12th day of December 1996 and shall end on the 31st day of August 1998 unless otherwise notified in the Gazette. The School Crossing Point Trial shall apply to all signs and markings as specified in this Schedule. 2. Equipment and Layout of School Crossing Point Trial Sites Each School Crossing Point shall have: (a) Two white support posts erected on each approach. (b) At times when a school patrol is operating, at least one P2 Flag Sign (as described in Diagram 1) erected on each approach. (c) Reflectorised white Vehicle Hold Line (200 mm wide) and Centreline Markings marked, where practicable, on each approach as described in Diagram 2. (d) Four reflectorised white Crossing Point Definition Lines (100 mm wide) and two Pedestrian Hold Lines (75 mm wide) marked as described in Diagram 2. (e) A P2 Children sign with P2(a) School supplementary sign as described in Diagram 1 erected on each approach to a School Crossing Point. The signs specified in this Schedule and illustrated in Diagram 1 shall conform to the relevant descriptions in the Fourth Schedule of the Traffic Regulations 1976 except that the P2 Flag Signs shall have a fluoro orange/red background and not a reflectorised yellow background. The locations of the signs and posts and layout of the markings at each site shall conform to the layout in Diagram 2 except that they may be varied with the written approval of the Director of Land Transport Safety. 3. Equivalent Signs and Markings For the purpose of the School Crossing Point Trial, the following features at a School Crossing Point shall be the equivalent of a pedestrian crossing for the purposes of regulations 91 (3) (a), 93 (1) and 93 (3) of the Traffic Regulations 1976 and Diagram No. 1 in the Third Schedule to the Traffic Regulations 1976: the Crossing Point Definition Lines, the Vehicle Hold Line and Centreline Markings and at least one of the P2 Flag Signs. 4. Operation of a School Crossing Point For the purposes of the School Crossing Point Trial, the following conditions shall apply: (a) All School Crossing Points shall be supervised by an adult while a school patrol is operating. (b) When a school patrol is operating at a School Crossing Point the R29 School Patrol signs, as described in Diagram 1, shall be used to stop traffic in the manner specified in regulations 98 and 99 of the Traffic Regulations 1976. (c) When extended as specified in regulation 98 of the Traffic Regulations 1976, each R29 School Patrol sign shall project over the nearside traffic lane. (d) All R29 School Patrol and P2 Flag Signs are to be removed from the School Crossing Point when a school patrol is not operating. (e) Any person acting as a school patrol at a School Crossing Point shall be equipped with an approved uniform in accordance with regulation 101 of the Traffic Regulations 1976. (Approved uniforms for school patrols are set out in the School Traffic Safety Team Manual.) The ``School Crossing Point Trial'' notice* dated the 12th day of September 1995 and issued pursuant to section 78 of the Transport Act is revoked. The length of the No Stopping Restriction on the departure side may be reduced to a minimum of 6 metres on a one-way carriageway. 2. Where stationary vehicles near a crossing limit visibility between drivers and pedestrians an increase in these distances may be required. 3. The length of the No Stopping Restriction on the approach side may be reduced to a minimum of 6 metres where bulbous kerbs at least 1.8 metres wide or inset parking are provided to ensure adequate visibility. On the departure side, the length of the No Stopping Restriction must be a minimum of 6 metres. 4. If there are also P2 and P2(a) signs installed in advance of the school boundary in accordance with the Manual of Traffic Signs and Markings, the location of such signs must be rationalised so that there is no more than one set of permanent P2 and P2(a) signs erected on any approach to the School Crossing Point. 5. The P2 Flag Signs on each approach should be mounted so that they are clearly visible to approaching drivers from at least 60 metres but do not obscure the school patrol's view of approaching traffic. 6. On one way roads, median divided roads or other locations, the P2 Flag Signs, R29 School Patrol signs and their mounting posts may need to be duplicated on the approaches to the School Crossing Point. 7. The Crossing Point Definition Lines should each extend from the Pedestrian Hold Line, across the kerb or edge of the road to a point approximately 500 mm from the kerb or edge of road.
