Casino Control Authority (1) Notification of Approval for Casino Games and the Rules for those Games for the Harrah's Sky City Casino (2) Rules of Casino Keno and Gaming Machines, Amendment No. 1 Pursuant to section 63 of the Casino Control Act 1990, the Casino Control Authority on 12 January 1996 resolved that, with effect from 10 a.m. on 30 January 1996: (a) The Rules of Casino Keno and Gaming Machines approved to be played in the licensed casino at 30-38 Victoria Street, Christchurch, as set out in the Supplement dated Tuesday, 1 November 1994 to the New Zealand Gazette of Thursday, 27 October 1994, be amended as set out in the Schedule hereto; (b) The game of keno, and approved games on electronic gaming machines, be approved to be played and conducted in the licensed casino at the property bounded by Hobson, Victoria, Federal and Wellesley Streets, Auckland in accordance with the said Rules of Casino Keno and Gaming Machines as amended. Schedule 1.0 Commencement These amendments shall come into force at 10 a.m. on 30 January 1996. 2.0 Division I General Rules Interpretation 2.1 Part 1.0 of this division is hereby amended by deleting the definition of ``Chips'' and substituting the following: `` ``Chips'' means any tokens used or capable of being used in a casino in the conduct of gaming and approved for the purpose by the Authority. The Authority may approve the use of particular types of chip in a casino for particular purposes, for example keno, gaming machines, table games generally, one or more particular table games, or a combination of any or all of the above;''. Application of Rules 2.2 Rule 2.2 of this division is hereby amended by deleting the words ``and to accept as binding the decisions made by the casino operator and its employees and agents pursuant to these rules''. Payment of Winning Wagers Unclaimed Wagers, Winnings and Credits 2.3 This division is hereby amended by inserting, after part 11.0, the following parts: ``12.0 Payment of Winning Wagers All wagers placed with a casino operator shall be paid, taken or disposed of by the casino operator strictly in accordance with these rules. A player's entitlement to winnings shall be governed by and determined in accordance with the rules, irrespective of any overpayment by the casino operator, and the casino operator shall be entitled to recover any such overpayment. 13.0 Unclaimed Wagers and Winnings 13.1 Players are responsible for claiming and collecting winning wagers, winnings and gaming machine credits due to them pursuant to these rules. 13.2 Subject to any express provisions in these rules that may apply, where a winning wager or gaming machine credit is, or winnings are, not collected by a player, the casino operator shall hold and dispose of it or them in accordance with procedures approved from time to time by the Authority.'' 3.0 Division II Keno Interpretation 3.1 Part 1.0 of this division is hereby amended by: (a) deleting the definition of ``Catch'' and substituting the following: `` ``Catch'' means the spot(s) drawn as (a) winning number(s) in a game of keno;''; (b) inserting, at the end of the definition of ``Major Prize'', the words ``on a single way in any game of keno''; (c) inserting, at the end of the definition of ``Match'', the words ``, and includes the selection by a player of a number or numbers for a particular game, none of which matches any of the numbers drawn by the keno drawing device, where the selection results in a win pursuant to the applicable schedule of prizes;''; (d) inserting, after the definition of ``Receipt Ticket'', the following: `` ``Schedule of Prizes'', in relation to a game of keno or a wager at such a game in a casino, means the schedule of prizes applying to the game or wager, as approved by the Authority''; (e) deleting the definition of ``Special Entry'' and substituting the following: `` ``Special Entry'' means a form of entry where the player has nominated to enter an alternative schedule of prizes, which the casino operator may with the prior approval of the Secretary from time to time elect to offer, and which attracts prizes paid in accordance with the said schedule of prizes, as approved by the Authority;''; (f) deleting the definition of ``Standard Entry'' and substituting the following: `` ``Standard Entry'' means a wager made on the choice of between one and such greater number of numbers as the casino operator may, with the approval of the Authority, permit, from the 80 numbers provided in the keno drawing device, and may include entry into a jackpot;''; (g) inserting, after the definition of ``Standard Entry'' as amended, the following: `` ``Standard Entry Form'' means an entry form other than a way bet entry form;''; (h) deleting the definition of ``Voucher''; (i) inserting, after the definition of ``Way'', the following: `` ``Way Bet'' means multiple wagers on a single receipt ticket, where the player has selected two or more groups of numbers, each group containing one or more numbers, where each group combines with the other group, or with one, some or all of other groups, as the case may be, to make different combinations of numbers or ways that are to be played as separate wagers on the ticket; ``Way Bet Entry Form'' means an entry form approved by the Authority for the use of players electing to make a way bet;''. Equipment and Supervision of the Game 3.2 Rule 2.1 of this division is hereby amended by inserting in sub-paragraph (a)(ii), after the words ``twenty winning numbers'', the words ``, from the numbers one to eighty,''. 3.3 Rule 2.4 of this division is hereby deleted and the following rule substituted: ``2.4 Where the keno drawing device is a ball drawing device, a casino employee shall from time to time, and whenever directed to do so by a Government inspector, check to ensure that eighty balls, numbered 1 to 80 but otherwise the same in all respects, are secured in the device.''. 3.4 Rule 2.5 of this division is hereby amended by deleting the words ``at the beginning of each keno day'' and substituting ``from time to time and whenever directed to do so by a Government inspector''. Entry and Entry Forms 3.5 Rule 3.7 of this division is hereby amended by deleting the words ``An entry form'' and substituting ``A standard entry form''. 3.6 Rule 3.8 of this division is hereby amended by inserting, after the words ``A player'', the words ``completing a standard entry form''. 3.7 Part 3.0 of this division is hereby amended by inserting, after rule 3.8, the following: ``3.8A With the approval of the Authority, the casino operator may elect to permit players to place way bets with it, provided the following conditions are met: (a) a player shall make a way bet by submitting a way bet entry form; and (b) no entry form shall be used for any way bet, and no way bet shall be accepted in a casino, unless the writer terminal is capable of validating a way bet on an entry form. 3.8B A way bet entry form shall be printed with: (a) squares containing the numbers 1 through to 80; (b) squares for the selection of: i) the amount to be wagered on each way (which may or may not be predetermined), ii) the number of games to be played (which may or may not be predetermined), and iii) where applicable, special entry options; and (c) such further particulars or information as the Authority may require. 3.8C A player completing a way bet entry form shall: (a) by placing a mark in the desired square or in each of the desired squares, select: i) the numbers on which he/she wishes to wager, which may be one or more numbers per group, in two or more as provided in the relevant schedule of prizes, ii) the amount being wagered on each way, iii) the number of games in which the entry form is to be entered, which may be a single game or two or more games, up to a maximum of 1000, or such other number as the Authority may approve, and iv) where applicable, any special entry option that may be required, by means of the appropriate special entry box; and (b) mark the entry form so as to indicate clearly all the ways the player has selected, which may be some or all of the ways available to the player, on which he/she wishes to wager. The casino operator may refuse to accept a way bet wager if all of the ways indicated would not be eligible to receive a prize under the schedule of prizes, were the appropriate numbers to be drawn.''. 3.8 Rules 3.08, 3.09, 3.10 and 3.11 of this division are hereby amended by inserting, in sub-paragraph (c) of each rule, after the number ``1,000'' the words ``, or such other number as the Authority may approve''. 3.9 Rule 3.13 of this division is hereby amended by inserting: (a) in sub-paragraph (b), after the words ``per game'', the words ``and, where the ticket relates to a way bet, the amount wagered per way''; (b) in sub-paragraph (k), after the words ``special entry,'', the words ``jackpot receipt ticket, way bet receipt ticket,''. Wagers 3.10 Rule 4.1 of this division is hereby amended by deleting the words ``cash, chips or vouchers,'' and substituting ``cash or chips,''. 3.11 Rule 4.2 of this division is hereby deleted and the following rule substituted: ``4.2 The casino operator may, with the approval of the Authority,: (a) set the minimum and/or maximum wagers applying to an entry in a game of keno on a single receipt ticket, which shall apply subject to sub- paragraph (b) of this rule and to rule 5.4 of this division; (b) in relation to a way bet, set the minimum wager limit applying to each way that is played on the receipt ticket, the amount of which may vary depending on the number of ways played on the ticket; and (c) require that wagers on a game or, in the case of a way bet, on a way be placed in increments of a certain amount, which shall not exceed the minimum wager specified for the game or way concerned.'' 3.12 Rule 4.3 of this division is hereby amended by inserting, after the words ``permissible wagers'', the words ``pertaining to a game and, where applicable, to a way, and the amount of any increment referred to in sub-paragraph (c) of rule 4.2''. Jackpots 3.13 Rule 5.4 of this division is hereby deleted and the following rule substituted: ``5.4 The casino operator may, with the approval of the Authority: (a) set the minimum wager for a jackpot entry in a game of keno on a single receipt ticket; (b) require that such wagers be placed in increments of a certain amount, which shall not exceed the minimum wager specified for the game concerned.''. 3.14 Rule 5.9 of this division is hereby amended by deleting the words ``during'' and substituting the words ``drawn in''. Closing the Game and Drawing Winning Numbers 3.15 Rule 7.7. of this division is hereby amended by deleting the words ``The keno supervisor and two keno writers'' and substituting ``A keno supervisor and a keno writer''. Winning Wagers and Payment of Prizes 3.16 Rule 8.1 of this division is hereby deleted and the following substituted: ``8.1 A winning wager by a player shall be one where: (a) the selection of a number or numbers for a particular game matches a number or numbers, or matches none of the numbers, selected by the keno drawing device as the winning numbers for that game; and (b) the catch, including a catch of zero whereby no spots were drawn as winning numbers in the game, represents a winning wager in accordance with the applicable schedule of prizes, but otherwise the wager shall lose. Notwithstanding the foregoing provisions of this rule, only one prize shall be payable for a winning wager; if, for example, six of the numbers selected on a seven spot ticket are selected by the keno drawing device, the only prize won by the ticket shall be that listed in the schedule of prizes for a catch of six.''. 3.17 Rule 8.3 of this division is hereby amended by deleting the words ``contained in rule 12''. 3.18 Rule 8.6 of this division is hereby amended by deleting the figure ``$100,000'', and substituting the words ``the amount (if any) specified in this regard in the applicable schedule of prizes''. 3.19 Rule 8.7 of this division is hereby amended by deleting: (a) the figure ``$125,000'' where it first appears, and substituting the words ``the amount (if any) specified in this regard in the applicable schedule of prizes''; and (b) the figure ``$125,000'' wherever else it appears and substituting the words ``the amount of the maximum aggregate payout (if any)''. 3.20 Part 8.0 of this division is hereby amended by inserting, after rule 8.10, the following rule: ``8.10A In relation to a way bet receipt ticket, each way shall be treated as an individual receipt ticket and the amount of the win paid accordingly.''. Schedule of Prizes 3.21 This division is hereby amended by deleting part 12. Division III Electronic Gaming Machines Interpretation 4.1 Part 1.0 of this division is hereby amended by: (a) deleting, from the definition of ``Token'', the word ``token'' and substituting the word ``chip''; (b) inserting, in the definition of ``Tokenisation'' after the word ``token,'', the words ``bank note,''; and (c) inserting, in the definition of ``Unit'' after the word ``coin'', the words ``, bank note,''. Operation of Electronic Gaming Machines 4.2 Part 3.0 of this division is hereby amended by inserting, after rule 3.4, the following rule: ``3.4A Bank notes of the appropriate denomination may be inserted into all gaming machines that accept bank notes to obtain credits at any time unless: (a) the machine is showing an alarm condition or a payout is in progress; or (b) the machine offers, and the player has selected, a ``cash mode'', whereby: (i) the insertion of a note into a note acceptor device will result in the equivalent in value of that note being dispensed as coins or tokens rather than accumulating to the game credit meter, and (ii) game win amounts are paid directly from the machine to the player rather than being credited to the game credit meter''. 4.3 Rule 3.6 of this division is hereby amended by inserting, after the word ``coins'', the words ``, bank notes''. 4.4 Rule 3.9 of this division is hereby amended by inserting, after the word ``or'', the words ``, unless the cash out mode described in rule 3.4A is available and has been selected,''. 4.5 Rule 3.14 of this division is hereby amended by inserting, after the word ``coins'', the words ``, bank notes''. Payouts 4.6 Rule 4.1 of this division is hereby amended by inserting, after the word ``by'', the words ``, unless the cash out mode described in rule 3.4A is available and has been selected,''. Rules Specific to Video Spinning Reel Games 4.7 Rule 9.1 of this division is hereby amended by deleting the words ``coins or tokens or wager credits'', and substituting ``coins, tokens or bank notes (whichever the machine accepts), or wager credits''. Division IV Gaming and Monitoring Equipment Standards Casino Operator Requirements 5.1 Part B.1 of this division is hereby amended by inserting in the table of contents, after the words ``B.3.3. Tokens'', the words ``B.3.4. Valid Notes''. 5.2 Part B.3 of this division is hereby amended by inserting, after section B.3.3., the following section: ``B.3.4. Valid Notes The Authority may accept the use of bank notes instead of or in addition to coins and/or tokens for gaming machines provided the gaming machine is fitted with a note acceptor device that complies with all of the applicable requirements of this division, and provided the machine and associated equipment are adapted to comply with all of the applicable requirements relating to the acceptance by such machines of bank notes. a. A note acceptor device must be capable of discriminating between valid and invalid notes. b. Valid notes include all legal New Zealand note currency and casino vouchers approved for acceptance into note acceptor devices by the Authority. c. Casino vouchers may include numeric and textual images and printing, bar codes, hollerith patterns or other such approved encoding to indicate the value of each voucher. d. Casino vouchers may be generated by an EGM in circumstances such as large cash payouts and jackpot wins. Technical requirements for generation of casino vouchers by EGMs are not yet covered in this document but will need to be added before an implementation of casino vouchers is developed. e. Casino vouchers may be pre-printed forms issued by the casino via manual methods.''. Gaming Floor Equipment Requirements 5.3 Part C.1 of this division is hereby amended by: (a) deleting from the table of contents the words ``C.2.2.1.1. Coin/Note Acceptance Devices'' and substituting the words ``C.2.2.1.1. Coin Acceptance Devices''; (b) inserting in the table of contents, after the words ``C.2.2.4.6. Mechanical Meters'', the words ``C.2.2.5. Note Acceptor Devices'', followed by ``C.2.2.5.1. Access to Note Acceptor Devices''; and (c) inserting in the table of contents, after the words ``C.3.2.14.5. Meter Overflow'', the words ``C.3.2.14.6. Note Acceptors''. 5.4 Section C.2.2.1.1. of this division is hereby amended by: (a) deleting from the title the word ``/Note''; and (b) deleting, from paragraphs a., b. and d., the words ``or notes'' wherever they appear. 5.5 Part C.2 of this division is hereby amended by inserting, after section C.2.2.4.6., the following sections: ``C.2.2.5. Note Acceptor Devices a. A note acceptor device must be electronically based and be designed to ensure that it accepts only valid notes and rejects all others. b. Once set, the note acceptor device must be protected from any form of simple adjustment which leads to deterioration of the note acceptor accuracy and note discrimination qualities or performance. c. In particular the adjustment of the tolerance level for accepting notes of varying quality, or the alteration of any of the possible checking procedures, is prohibited in the field. If a reader has multiple tolerance levels then the ability to switch to lower levels is to be disabled. d. Note acceptor devices must incorporate sophisticated detection methods to validate notes by multiple evaluation methods (eg. magnetic, ink colour, density). e. Note acceptor devices must be constructed in a manner that protects against vandalism, abuse or fraudulent activity. The Secretary must be satisfied that the design and implementation of a note acceptor device in an EGM has addressed the following items: i. ability to resist liquid spill entering the note acceptor, ii. ability to prevent the insertion of foreign objects into the note acceptor, iii. ability to easily alter the note path from the exterior of the EGM without leaving evidence of physical modification of the device, iv. note path must be designed to resist jams and impairment during insertion, acceptance and storage of notes. f. A note acceptor device must include a mechanism (including combination of software, hardware and firmware) which prohibits the input of notes, or rejects them, during periods when the EGM is inoperable or disabled. g. If fitted external to an EGM, the note acceptor device must be secured in such a way that all screws, nuts and other fitting devices cannot be accessed externally to the unit or EGM (eg. must be bolted from inside the EGM). h. Interconnecting cables from the note acceptor devices to the EGM must not be exposed external to the EGM. i. The note acceptor device must employ a reliable means of transmitting credit values to the EGM. Pulse stream interface or serial communication without error detection/correction are not considered to be reliable communication methods. j. The note acceptor device must have a note receptacle full sensor. Bank note acceptance must be disabled when the receptacle is full and an event is to be reported to the EMS. C.2.2.5.1. Access to Note Acceptor Devices a. Access to note acceptor components and note storage areas is to be secured via key lock. b. Note storage areas are to be locked to the same security level as cashbox areas and similar key management standards are to apply. This lock must securely hold into place a cover over the note storage area. c. Access to clear note jams in the acceptor device must not provide access to the note storage area. d. Access to the note acceptor components is to disable the EGM from game play until such time as the access is cleared, and must also cause an access event (cf. drop door open) to be recorded by the Electronic Monitoring System. e. Access to the note acceptor components and note storage areas must not allow access to the EGM coin storage (drop box) area and vice versa.''. 5.6 Section C.3.2.1.1. of this division is hereby amended by: (a) deleting from paragraph a. the words ``the coin acceptor in the field'' and substituting the words ``the coin or note acceptor in the field''; and (b) deleting paragraph b. and substituting the following: ``b. If a signature check of a programmable coin or note reading device is not provided between the EGM and the note acceptance device, the Authority must be able to read the contents of the program, for auditing purposes on the casino floor, via some approved method.''. 5.7 Part C.3 of this division is hereby amended by inserting, after section C.3.2.14.5., the following section: ``C.3.2.14.6. Note Acceptors a. A note acceptor device must maintain sufficient metering to be able to report the following information for the purposes of reconciliation with actual currency cleared. The Authority will consider exemptions on one or more of the following on a case- by-case basis: i. total number of notes accepted, ii. total monetary value of notes accepted, iii. breakdown by note value. b. It must not be possible to disable any of the note acceptor validation steps or procedures. c. A note acceptor device must include a mechanism which will automatically disable the acceptance of notes at any time the EGM current credit amount exceeds a value specified by the Secretary. It will be acceptable to incorporate a facility to change this value, however the procedures for implementing a change must include either access to the EGM Logic Area or via command from the Electronic Monitoring System. d. Note acceptor devices must conduct a self test at each power up. In the event of a self test failure the note acceptor must automatically disable itself (ie enter note reject state) until the error state has been cleared. e. A note acceptor device may be implemented with a means to enable or disable particular note value notes. The procedure for setting acceptable note values, including via EMS command, must be approved by the Secretary.''. 5.8 Paragraph c. of section C.3.2.15. of this division is hereby amended by deleting the section thereof headed ``Terminal Specific'' and substituting the following: ``Terminal Specific Coin Path i. coin yoyo ii. coin jam iii. hopper jam iv. hopper empty v. hopper runaway vi. extra coin paid vii. diverter/optics error Notes viii. note stacker door is opened ix. note stacker is removed x. note jams xi. note stacker full Miscellaneous xii. reel tilt xiii. cancelled credit xiv. printer out of paper xv. jackpot''.
