Notice to the Midland Regional Health Authority of the Crown's Objectives Pursuant to section 8 (1) of the Health and Disability Services Act 1993, I, Jennifer Mary Shipley, hereby give the Midland Regional Health Authority notice of the Crown's objectives in respect of the following matters: (a) The Health Status of the Communities Served by the Midland Regional Health Authority The Crown's objectives are to: (1) improve the health status and promote the independence of people in the communities of the region for which the Midland Regional Health Authority is responsible having regard to: (i) what is reasonably achievable in 1994/95 within the funding available to the Midland Regional Health Authority; and (ii) the particular characteristics and related health status concerns of the communities for which the Midland Regional Health Authority is responsible. In particular the Crown's objective is to improve health status in the health gain priority areas: (i) Child Health; (ii) Maori Health; and (iii) Mental Health; (2) encourage co-operation between the Midland Regional Health Authority and the Public Health Commission in relation to: (i) the health gain priority areas, including Physical Environmental Health which is the responsibility of the Public Health Commission; and (ii) the purchase of services promoting the public health. (b) The Health Services and Disability Services to be Purchased by the Midland Regional Health Authority The Crown's objective is that the Midland Regional Health Authority, in accordance with, and to the extent enabled by, its funding agreement and having regard to the Crown's objectives in relation to health status and the principles of equity, effectiveness, efficiency, safety, acceptability and risk management, purchase or arrange for the purchase of the following range of services: (1) Primary Care Services; (2) Pregnancy and Childbirth Services; (3) Dental Health Services; (4) Primary Diagnostic and Therapeutic Support Services; (5) Secondary and Tertiary Medical services; (6) Secondary and Tertiary Surgical services; (7) Mental Health and Drug and Alcohol Services; (8) Disability Support Services. (c) The Terms of Access to those Services and the Assessment and Review Procedures to be used in Determining Access The Crown's objectives in terms of access to those health and disability services are that: (1) access to health and disability services be improved overall for eligible persons in terms of waiting times, geographical accessibility and affordability; (2) to the greatest extent possible, all eligible persons should have fair and reasonable access to co-ordinated, effective, efficient and appropriate services, within the range of health and disability services purchased, having regard to the needs and cultural values of the eligible persons concerned; (3) assessment and review procedures for determining access to services are further developed, especially in relation to secondary and tertiary medical and surgical services. Assessment and review procedures should comply with established ethical, professional and legal requirements, as well as national standards where these are developed. (d) The Standard of those Services The Crown's objectives in relation to the standard of health and disability services are that the Midland Regional Health Authority purchases health and disability services: (1) in a way that improves the quality and effectiveness of those services; (2) which comply with all requisite legal, ethical and safety requirements relating to the provision and standard of health and disability services; (3) in a manner that ensures that the service provision is culturally appropriate to the eligible persons and communities served by the Midland Regional Health Authority. (e) The Special Needs of Maori and other Particular Communities of People for those Services The Crown's objective is that the Midland Regional Health Authority should: (1) have regard to the Crown's policy direction for Maori expressed in the document "Whaia te ora mo te iwi"; (2) seek to improve the health status of Maori so that they will enjoy the same level of health as non-Maori; (3) purchase services that to the greatest extent possible recognise the special needs and cultural values of the eligible persons concerned, in particular Maori, Pacific Island people, and people with disabilities.
