Radiocommunications Interference Notice 1993 Pursuant to regulation 41 of the Radiocommunications (Radio) Regulations 1993, the General Manager, Communications Division, Ministry of Commerce, acting under delegated authority from the Secretary of Commerce, hereby gives the following notice: N o t i c e 1. Title and commencement (1) This notice may be cited as the Radiocommunications Interference Notice 1993. (2) Except as provided in subclause (3) of this clause, this notice shall come into force on the day after its publication in the Gazette. (3) Clause 26 of this notice shall come into force on the 1st day of June 1994. 2. Interpretation (1) In this notice, unless the context otherwise requires, ``Australian Standard/New Zealand Standard'' means a joint standard under the terms of the Memorandum of Understanding between Standards Australia and Standards Association of New Zealand: ``European Standard'' means a standard published by the European Committee for Electrotechnical Standardization: ``Code of Federal Regulations'' means a Code published by the Federal Communications Commission in the United States of America: ``RFS'' means a radio apparatus standard prescribed by the Secretary of Commerce. (2) Expressions defined in the Radiocommunications (Radio) Regulations 1993 have the meaning so defined. (3) A reference in this notice to a CISPR publication or to an Australian Standard/New Zealand Standard or to a European Standard or a Code of Federal Regulations publication or a RFS standard includes a reference to every amendment to that publication, which is in effect on the date on which this notice comes into force. (4) For the purpose of determining whether interfering equipment that is included within the scope of a publication specified below complies with the publication, the equipment shall be tested, and the results of such tests shall be interpreted, in accordance with the publication. 3. Standards for industrial, scientific and medical radio frequency equipment (1) Industrial, scientific and medical radio frequency equipment are hereby prescribed as classes of interfering equipment. (2) The level of conformity applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall be level 1. (3) Subject to subclauses (5) and (6) of this clause, the standard applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall be (a) CISPR publication 11, 1990; or (b) Australian Standard/New Zealand Standard AS/NZS 2064.1, 1992; or (c) European Standard EN55011, 1991. (4) Interfering equipment falling within the classes referred to in subclause (1) of this clause shall comply with one of the standards specified in subclause (3) of this clause. (5) Classes of interfering equipment to which subclause (1) of this clause applies need not comply with the limits specified in (a) CISPR publication 11, 1990; or (b) Australian Standard/New Zealand Standard AS/NZS 2064.1, 1992; or (c) European Standard EN55011, 1991 for emissions on frequencies above one gigahertz. (6) The frequencies designated for industrial, scientific and medical radio frequency equipment for the purposes of (a) CISPR publication 11, 1990; or (b) Australian Standard/New Zealand Standard AS/NZS 2064.1, 1992; or (c) European Standard EN55011, 1991 shall be as specified in the Schedule to this notice. 4. Standards for sound and television broadcast receivers and associated equipment (1) Sound and television broadcast receivers and associated equipment are hereby prescribed as classes of interfering equipment. (2) The level of conformity applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall be level 1. (3) The standard applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall be: (a) CISPR publication 13, 1990; or (b) Australian Standard/New Zealand Standard AS/NZS 1053, 1992; or (c) European Standard EN55013, 1990. (4) Interfering equipment falling within the classes referred to in subclause (1) of this clause shall comply with one of the standards specified in subclause (3) of this clause. (5) For the purposes of complying with any of the standards prescribed in subclause (3) of this clause, a minimum of 3 samples of the interfering equipment shall be tested using the statistical method of evaluation described in the standards. 5. Standards for appliances the main functions of which are performed by motors and switching or regulating devices, unless the radio-frequency energy is intentionally generated or intended for illumination (1) Appliances the main functions of which are performed by motors and switching or regulating devices, unless the radio-frequency energy is intentionally generated or intended for illumination, including household electrical appliances, electric tools, regulating controls using semiconductor devices, motor-driven electro-medical apparatus, electric toys, automatic dispensing machines, and cine or slide projectors, are hereby prescribed as classes of interfering equipment. (2) The level of conformity applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall (a) If they include [sp 'ii'](i) A switched-mode power supply; or [sp'i'](ii) An electronic transformer; or (iii) An electronic lighting ballast; or (iv) A microprocessor or other clocked digital device; or [sp'i'](v) A commutator or slip ring motor; or (vi) A motor speed controller be level 1; or (b) If they do not include any of the features specified in paragraph (a) of this subclause, be level 0. (3) The standard applicable to the classes of interfering equipment referred to in subclause (1) of this clause shall be (a) CISPR publication 14, 1993: (b) Australian Standard/New Zealand Standard AS/NZS 1044, 1992: (c) European Standard EN55014, 1987. (4) Interfering equipment falling within the classes referred to in subclause (1) of this clause shall comply with one of the standards specified in subclause (3) of this clause. (5) For the purposes of complying with any of the standards prescribed in subclause (3) of this clause, a minimum of 3 samples of the interfering equipment shall be tested using the statistical method of evaluation described in the standards. 6. Standards for lighting equipment with a primary purpose of generating and/or distributing light, the lighting part of multi-function equipment, independent auxiliaries, ultra-violet and infra-red radiation devices, neon advertising signs, and street and flood lighting (1) Lighting equipment with a primary purpose of generating and/or distributing light, the lighting part of multi-function equipment, independent auxiliaries, ultra-violet and infra-red radiation devices, neon advertising signs, and street and flood lighting are hereby prescribed as classes of interfering equipment. (2) The level of conformity applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall (a) If they include an electronic transformer or electronic lighting ballast, be level 1; or (b) If they do not include an electronic transformer or electronic lighting ballast, be level 0. (3) The standard applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall be (a) CISPR publication 15, 1992: (b) Australian Standard/New Zealand Standard AS/NZS 4051, 1992: (c) European Standard EN55015, 1993. (4) Interfering equipment falling within the classes referred to in subclause (1) of this clause shall comply with one of the standards specified in subclause (3) of this clause. (5) For the purposes of complying with any of the standards prescribed in subclause (3) of this clause, a minimum of 3 samples of the interfering equipment shall be tested using the statistical method of evaluation described in the standards. 7. Standards for overhead power lines (1) Overhead power lines are hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level N. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 38, Issue 1, November 1993. (4) For the purposes of determining whether interfering equipment to which subclause (1) of this clause applies meets the standard specified in subclause (3) of this clause, the equipment shall be tested, and the results of such tests interpreted, in accordance with CISPR publication 18-2, 1986. 8. Standards for information technology equipment (1) Information technology equipment is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 1. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be (a) CISPR publication 22, 1985: (b) Australian Standard/New Zealand Standard AS/NZS 3548,1992: (c) European Standard EN55022, 1992: (d) Those sections of the Code of Federal Regulations CFR47, Part 15 that prescribe standards for digital devices. (4) Interfering equipment falling within the classes referred to in subclause (1) of this clause shall comply with one of the standards specified in subclause (3) of this clause. 9. Standards for electrical and electronic apparatus intended for use in residential, commercial and light-industrial environments (1) Electrical and electronic apparatus intended for use in residential, commercial and light-industrial environments, for which no dedicated product or product-family emission standard exists as identified in clauses 1 to 8 of this notice are hereby prescribed as classes of interfering equipment. (2) The level of conformity applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall (a) If they include [sp'ii'](i) A switched-mode power supply; or [sp'i'](ii) An electronic transformer; or (iii) An electronic lighting ballast; or (iv) A microprocessor or other clocked digital device; or [sp'i'](v) A local oscillator; or (vi) A commutator or slip ring motor; or (vi) A motor speed controller be level 1; or (b) If they do not include any of the features specified in paragraph (a) of this subclause, be level 0. (3) Subject to subclause (4) of this clause, the standard applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall be European Standard EN50081-1, 1992. (4) Classes of interfering equipment to which subclause (1) of this clause applies need not comply with the limits specified in European Standard EN50081-1, 1992 for emissions on frequencies below 150 kilohertz or on frequencies above one gigahertz. 10. Standard for single sideband radio apparatus for use in voluntary equipped ships and private coast stations (1) Single sideband radio apparatus for use in voluntary equipped ships and private coast stations is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 17, Issue 1, December 1993. 11. Standard for base and vehicle mounted single sideband radio apparatus for use in the fixed and land mobile services (1) Base and vehicle mounted single sideband radio apparatus for use in the fixed and land mobile services is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 18, Issue 1, December 1993. 12. Standard for handheld and manpack single sideband radio apparatus for use in the land mobile service (1) Handheld and manpack single sideband radio apparatus for use in the land mobile service is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 19, Issue 1, December 1993. 13. Standard for VHF amplitude modulated radio apparatus for use in the land mobile service with a carrier separation of 12.5 kHz (1) VHF amplitude modulated radio apparatus for use in the land mobile service with a carrier separation of 12.5 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 21, Issue 1, December 1991. 14. Standard for citizen band radio apparatus (1) Citizen band radio apparatus is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 23, Issue 3, December 1988. 15. Standard for VHF and UHF angle modulated radio apparatus for use in the land mobile service with a carrier separation of 25 kHz and a maximum deviation of / 5 kHz (1) VHF and UHF angle modulated radio apparatus for use in the land mobile service with a carrier separation of 25 kHz and a maximum deviation of / 5 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 25, Issue 1, December 1991. 16. Standard for VHF and UHF angle modulated radio apparatus for use in the land mobile service with a carrier separation of 12.5 kHz and a maximum deviation of / 2.5 kHz (1) VHF and UHF angle modulated radio apparatus for use in the land mobile service with a carrier separation of 12.5 kHz and a maximum deviation of / 2.5 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 26, Issue 2, October 1993. 17. Standard for telemetry and telecommand radio apparatus (1) Telemetry and telecommand radio apparatus is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 27, Issue 3, August 1989. 18. Standard for radio paging radio apparatus (1) Radio paging radio apparatus is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 28, Issue 1, December 1988. 19. Standard for restricted radiation radio apparatus (1) Restricted radiation radio apparatus is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall (a) If they include [sp'i'](i) Equipment within Schedule C of RFS 29; or (ii) A spread spectrum device be level 2; or (b) If they do not include equipment within Schedule C of RFS 29 or a spread spectrum device, be level 1. (3) The standards applicable to the classes of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 29, Issue 5, December 1992. 20. Standards for non-speech radio apparatus using angle modulated with a carrier separation of 25 kHz and a maximum deviation of / 5 kHz (1) Non-speech radio apparatus using angle modulated with a carrier separation of 25 kHz and a maximum deviation of / 5 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 31, Issue 1, December 1991. 21. Standards for UHF angle modulated radio apparatus for use in the trunked dispatch service with a carrier separation of 25 kHz and a maximum deviation of / 5 kHz (1) UHF angle modulated radio apparatus for use in the trunked dispatch service with a carrier separation of 25 kHz and a maximum deviation of / 5 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 32, Issue 1, December 1991. 22. Standard for VHF angle modulated radio apparatus for use in the maritime mobile service (1) VHF angle modulated radio apparatus for use in the maritime mobile service with a carrier separation of 25 kHz and a maximum deviation of / 5 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be (a) Specification RFS 33, Issue 1, December 1991: (b) RFS 5, Issue 1, December 1993. (4) Interfering equipment falling within the classes referred to in subclause (1) of this clause shall comply with one of the standards specified in subclause (3) of this clause. 23. Standard for VHF amplitude modulated radio apparatus for use in the land mobile service in the band 151156 MHz with a carrier separation of 25 kHz (1) VHF amplitude modulated radio apparatus for use in the land mobile service in the band 151156 MHz with a carrier separation of 25 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 35, Issue 1, December 1993. 24. Standard for VHF and UHF angle modulated radio apparatus for use in the fixed service with a carrier separation of 25 kHz or 50 kHz (1) VHF and UHF angle modulated radio apparatus for use in the fixed service with a carrier separation of 25 kHz or 50 kHz is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 36, Issue 1, July 1992. 25. Standards for single sideband radio apparatus for use in all classes of compulsorily equipped ships (1) Single sideband radio apparatus for use in all classes of compulsorily equipped ships is hereby prescribed as a class of interfering equipment. (2) The level of conformity applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be level 2. (3) The standard applicable to the class of interfering equipment to which subclause (1) of this clause applies shall be specification RFS 41, Issue 1, December 1993. 26. Revocation The Radio Interference Notice 1988 is hereby revoked. This notice prescribes classes of interfering equipment (as defined in section 2(1) of the Radiocommunications Act 1989), the level of conformity applicable to the particular classes, and the standards applicable to those classes of interfering equipment. With the exception of clause 26, this notice comes into force on the day after its publication in the Gazette. Clause 26 comes into force on 1 June 1994.
