Notification of Amendments to Price-Quality Path Determinations for Gas Pipeline Services

The Commerce Commission (“Commission”) gives public notice under the Legislation Act 2019 that it has amended the Gas Distribution Services Default Price-Quality Path Determination 2017 [2017] NZCC 15 and the Gas Transmission Services Default Price-Quality Path Determination 2017 [2017] NZCC 14 by issuing new determinations.

Summary of the New Default Price-Quality Path Determinations

The amendments have been published in the Gas Distribution Services Default Price-Quality Path Determination 2022 [2022] NZCC 19 and Gas Transmission Services Default Price-Quality Path Determination 2022 [2022] NZCC 20 (“DPP Determinations”).

The DPP Determinations specify the following for GasNet Limited, Powerco Limited, Vector Limited in respect of their provision of gas distribution services, and for First Gas Limited in respect of their provision of both gas distribution services and gas transmission services:

  1. a four-year regulatory period beginning 1 October 2022 and ending 30 September 2026 (“regulatory period”);
  2. the maximum prices and revenues that may be recovered in each year of the regulatory period; and
  3. the quality standards that must be met in each year of the regulatory period.
